The Commonwealth of Pennsylvania is entering the fifth month of its 2025–26 fiscal year without an enacted state budget. However, both the House and Senate were in Harrisburg this past week for legislative session and intensified budget negotiations. Activity among caucus leaders and the Governor notably increased, with legislative leaders frequently seen moving between meetings in the Governor’s Office and their respective leadership offices. This uptick in engagement has raised hopes that a budget agreement may be reached soon.
The overall spending figure remains a key point of contention. Governor Shapiro proposed a $51.5 billion budget in February. In early October, House Democrats passed a $50.25 billion plan, while Senate Republicans advanced a $47.9 billion proposal last week. Policy initiatives outside the scope of the budget have seen limited progress during the impasse, as attention remains focused on resolving the budget stalemate.
The House and Senate are scheduled to return to voting session on Monday, November 17. However, lawmakers may be called back to Harrisburg earlier if a budget deal is reached.
